If I try to send from within an Office program or simply right click on a file to send it, the email comes up and attaches the file, but just sits there and does nothing when I click on Send.

Answer
A simple answer could be your Ad blocker software or Pop-up blocker software, try disabling this and try again. Microsoft have a good article for times when Outlook Express isn't the default mail client.
